In Queensland that is a TMR district permit for state-controlled roads, a council works-on-road approval for local roads, a Queensland Police permit for full closures and a TransLink notification where bus routes are affected. ECTC prepares the plan, lodges each application for the client and tracks it from submission to expiry. - [Traffic management planning](https://eastcoasttrafficcontrol.com.au/planning/): ECTC prepares Traffic Management Plans (TMPs), Traffic Guidance Schemes (TGSs) and road authority permit applications in-house for projects across Queensland and New South Wales. Our Traffic Management Designers draw to the current TMR MUTCD Part 3 and QGTTM in Queensland and the Transport for NSW framework in NSW, lodge with the authority, and hand the approved plan to our own crews to implement. - [Traffic Guidance Schemes (TGS)](https://eastcoasttrafficcontrol.com.au/planning/traffic-guidance-schemes/): A Traffic Guidance Scheme (TGS) is a scaled drawing of the temporary traffic arrangement for one work activity: advance warning signs spaced to the posted speed, tapers, delineation, controller and portable signal positions, pedestrian provisions and the work area. ECTC's Traffic Management Designers draw site-specific TGSs to TMR's MUTCD Part 3 in Queensland and Transport for NSW's TCAWS in NSW, and our TMIs set them out. - [Traffic Management Plans (TMP)](https://eastcoasttrafficcontrol.com.au/planning/traffic-management-plans/): A Traffic Management Plan (TMP) sets out how traffic, pedestrians, cyclists and workers will be managed across the life of a project: scope, phases, risk assessment, roles, contingencies, road authority communication and the Traffic Guidance Schemes attached. ECTC's in-house Traffic Management Designers prepare TMPs to TMR's MUTCD Part 3 and QGTTM in Queensland and the Transport for NSW framework in NSW, and lodge them. ## Depots and Area Managers - [Cairns](https://eastcoasttrafficcontrol.com.au/cairns/): Area Manager Mark Beman, 0408 060 722, mark@ectc.com.au. Where a term means something different across the border, such as TCP, the entry says so. Definitions are short enough to quote and link to the official source documents. - [How much does traffic control cost? The drivers behind every quote](https://eastcoasttrafficcontrol.com.au/resources/how-much-does-traffic-control-cost/): Traffic control is priced from the number of accredited people on site, the hours they work and when (nights, weekends and public holidays attract award penalty rates), minimum shift lengths, travel from the nearest depot, equipment such as TMA trucks and VMS boards, and plan and permit fees. Send location, dates, hours, layout, speed limit and road authority for a quote. - [Queensland MUTCD Part 3: a plain-English guide for project managers](https://eastcoasttrafficcontrol.com.au/resources/mutcd-part-3-queensland/): The Queensland Manual of Uniform Traffic Control Devices (MUTCD) Part 3, Traffic control for works on roads, is Transport and Main Roads' rulebook for temporary traffic management. It is read together with AS 1742.3-2019 and takes precedence over it in Queensland. The Queensland Guide to Temporary Traffic Management (QGTTM) supplies the design detail. Both are updated in May and November each year. - [NSW traffic control licences: the SafeWork NSW card classes explained](https://eastcoasttrafficcontrol.com.au/resources/nsw-traffic-control-licences/): In NSW every traffic control worker must hold a SafeWork NSW Traffic Control Work Training (TCWT) card in the class for their work: Traffic controller (TCR), Implement traffic control plans (IMP) or Prepare a work zone traffic management plan (PWZ). Training is through SafeWork-approved RTOs. Employers must confirm training or practice within the last two years. ECTC is not an RTO. - [Queensland traffic control licences: how accreditation works](https://eastcoasttrafficcontrol.com.au/resources/queensland-traffic-control-licences/): To control traffic in Queensland you must hold a Traffic Controller Industry Authority card issued by Transport and Main Roads after an approved RTO course that includes RIIWHS205E and 20 hours of supervised practical placement. Interstate cards are not transferable. Traffic Management Implementer (TMI) and Traffic Management Designer (TMD) are separate, higher cards. ECTC is not an RTO. - [Traffic Control at Work Sites (TCAWS): what the NSW standard requires](https://eastcoasttrafficcontrol.com.au/resources/tfnsw-traffic-control-at-work-sites/): Traffic Control at Work Sites (TCAWS) is Transport for NSW's standard for temporary traffic management. Technical Standard TS 05492:1.0, published 25 June 2026, replaced the Issue 6.1 Technical Manual and sets minimum requirements for all public roads in NSW. From 1 July 2026 the Roads Act requires road work speed limit signs to follow it; councils apply it through their authorisation. - [TMP vs TGS: what is the difference, and which one does your job need?](https://eastcoasttrafficcontrol.com.au/resources/tmp-vs-tgs/): A traffic management plan (TMP) describes how a whole job manages traffic, pedestrians and risk. A traffic guidance scheme (TGS) is the site drawing showing where each sign, device and controller goes. In NSW the older term traffic control plan (TCP) is still used for that drawing. Both states require a trained designer to prepare them. ## Company - [About](https://eastcoasttrafficcontrol.com.au/about/) - [Safety and compliance](https://eastcoasttrafficcontrol.com.au/about/safety-and-compliance/) - [Projects](https://eastcoasttrafficcontrol.com.au/projects/) - [News](https://eastcoasttrafficcontrol.com.au/news/) - [Contact](https://eastcoasttrafficcontrol.com.au/contact-us/) - [Careers](https://eastcoasttrafficcontrol.com.au/employment/) Full text of the key pages: https://eastcoasttrafficcontrol.com.au/llms-full.txt
