Traffic control Dubbo
In short: East Coast Traffic Control runs traffic control in Dubbo from a local depot led by Area Manager Kyle. Dubbo sits where the Newell, Mitchell and Golden Highways meet, and our crews work those Transport for NSW corridors, Dubbo Regional Council streets, Wellington, Narromine and Gilgandra, and Central West renewable energy projects, to the TfNSW Traffic Control at Work Sites manual.
- Road authority
- Transport for NSW (West Region) and Dubbo Regional Council, with Narromine, Gilgandra, Parkes and Mid-Western councils

Traffic control in Dubbo: three highways and a growing city
Dubbo is where the Newell Highway (Melbourne to Brisbane freight), the Mitchell Highway (Sydney to Bourke) and the Golden Highway (to the Hunter) meet, and the traffic control work follows the trucks. A shoulder closure on the Newell at Brocklehurst is a 100 km/h heavy vehicle job with road trains in the mix. A footpath upgrade on Macquarie Street is a pedestrian and parking job in the regional CBD. Dubbo Regional Council's capital program, subdivision roadworks in the south-west, hospital and health precinct works, and the river crossings over the Macquarie all generate steady work.
Beyond the city, the Central West Orana Renewable Energy Zone is bringing wind, solar and transmission construction traffic onto rural roads around Wellington, Dunedoo and Gulgong, with oversize loads that need escorted movements and traffic control at every pinch point. Our Dubbo depot plans for the heavy vehicle volumes and higher speed environments that come with all of it, to Transport for NSW's Traffic Control at Work Sites (TCAWS) manual.
Who approves works on Dubbo and Central West roads
The road occupancy licence follows road ownership. Transport for NSW's West Region covers the Central West and far west from its Parkes office.
| Road | Owner | What is needed |
|---|---|---|
| Newell Highway, Mitchell Highway, Golden Highway, Dubbo's river crossings on the state network | Transport for NSW (West Region) | TfNSW road occupancy licence plus a TCAWS compliant traffic control plan |
| Local streets and regional roads in Dubbo and Wellington | Dubbo Regional Council | Council road occupancy permit and notification conditions |
| Narromine, Gilgandra, Parkes and Mudgee local roads | Narromine, Gilgandra, Parkes and Mid-Western councils | Each council's own works permit |
| Any work affecting traffic signals, on any road | Transport for NSW | TfNSW road occupancy licence regardless of road ownership |
What our Dubbo crews do
From the Dubbo depot we deliver stop and slow and lane closures, full road closures and detours, pedestrian management, and the design and implementation of traffic control plans. The work spans civil construction, road maintenance and resurfacing, utilities and renewable energy projects across the Central West, plus local events that need traffic and pedestrian management. In 2024 we held traffic control for council road works in Cowra and across the Central West, the same kind of council partnership the Dubbo depot is built for.
The Dubbo depot works alongside our Young depot to the south, so a larger or longer-running project can call on extra crews and equipment under one quote.
How coverage works from the Dubbo depot
Kyle is the Area Manager for Dubbo and the person who scopes your job and builds the crew. Crews live in Dubbo and carry signs, cones, portable traffic signals and VMS boards from the depot. Dubbo's suburbs, Brocklehurst, Wongarbon and Geurie are routine. Wellington, Narromine and Gilgandra are short travel jobs with start times confirmed at quote stage. Parkes and Mudgee are longer runs, and for programs of more than a few days we base a crew in the town.
Controllers hold NSW accreditation and plans follow the TfNSW TCAWS manual. See NSW traffic control licences. For Bathurst, Orange and Lithgow see Bathurst traffic control.
What to send for a Dubbo or Central West quote
- Site address, or highway name and chainage, and whether the road is Transport for NSW or council
- Dates, hours, day or night, and expected duration
- The work and plant, including oversize loads, road trains or a rail interface
- Whether you already hold a road occupancy licence or need help applying
- Whether you need a traffic control plan prepared, or already hold one
- Site contact, principal contractor and any TfNSW or council references
Common questions
Who approves traffic control on the Newell, Mitchell or Golden Highway at Dubbo?
Transport for NSW's West Region, because all three are state roads. Any work affecting travel lanes needs a TfNSW road occupancy licence and a TCAWS compliant traffic control plan. Dubbo Regional Council approves works on local streets and regional roads. A site that spans both, such as a street meeting the highway, needs both approvals.
Do you have a depot in Dubbo?
Yes. The Dubbo depot has its own Area Manager, Kyle, local crews and equipment, and services Dubbo, Wellington, Narromine and Gilgandra directly. For larger or longer projects we add crews from our Young depot. Parkes is serviced from Dubbo as a travel job with a confirmed start time.
Can you provide traffic control for renewable energy and transmission projects in the Central West Orana zone?
Yes. Renewable construction brings oversize loads, haul routes on narrow rural roads and long programs, which is work our Queensland crews have done on wind and solar farms at Clarke Creek. From Dubbo we plan escorted movements, pinch-point control and site access on council and Transport for NSW roads around Wellington, Dunedoo and Gulgong.
Do you cover Parkes, Mudgee and Gilgandra?
Yes. Gilgandra is a short run from Dubbo. Parkes and Mudgee are longer travel jobs with a confirmed start time in the quote, and for anything beyond a few days we base a crew in the town. Each has its own council and permit conditions, which we handle as part of the job.
How do you manage controllers in Central West summer heat?
With a plan: shade, scheduled hydration breaks, rotation between positions and heat stress checks, the same approach our crews use on the Warrego Highway in Queensland. Controllers who are looked after stay alert, and on a 100 km/h highway with road trains, alert controllers are the safety system.
