Traffic control in Gladstone

Traffic control Gladstone

In short: East Coast Traffic Control provides traffic control in Gladstone from a depot at Dalrymple Drive, Toolooa, run by Charlotte, Assistant Area Manager for Central Queensland. We work on the Bruce and Dawson Highways, Gladstone Regional Council streets, port and plant access roads, and over-dimension haulage such as the Callide C4 transformer move for CS Energy, designed to Queensland MUTCD Part 3.

Traffic control in an industrial city

Gladstone traffic is industrial traffic. Alumina, aluminium, cement, LNG and coal all move through the city and the Port, and the road network carries shift changes at the plants, B-doubles on the Dawson and Bruce Highways, and over-dimension loads that need the whole road. Our Toolooa crews are set up for that. The typical Gladstone job is a plant shutdown with contractor traffic on Hanson Road, a council rehabilitation on a through street, a TMR safety upgrade on the Bruce Highway, or an escorted heavy haul where the traffic control has to move with the load.

In December 2022 we provided traffic management for CS Energy when the new Unit C4 generator transformer travelled from the Port of Gladstone to Callide Power Station via Biloela, the final leg of the Callide C4 recovery project. That is the kind of job where the plan, the police, the escorts and the controllers all have to work off the same timing.

Roads and road authorities around Gladstone

The Bruce Highway, Dawson Highway, Gladstone-Benaraby Road, Gladstone-Mount Larcom Road and the Port Access Road are state-controlled roads under TMR's Fitzroy District. Gladstone Regional Council owns the city streets plus Boyne Island, Tannum Sands, Calliope, Miriam Vale and Agnes Water. Biloela and the Callide Valley belong to Banana Shire Council. Inside the port and plant precincts the site operator controls the road and applies its own traffic standard on top of MUTCD Part 3.

For TMR roads we design the traffic guidance scheme to TMR format and lodge the works permit. For council roads we work to Gladstone Regional Council's conditions, which we know well from the Toolooa Street rehabilitation. For over-dimension movements the permit is a separate TMR and police process, and the traffic control plan has to match the approved route and timing. See permits and road occupancy.

Who we have worked for in Gladstone

On the Toolooa Street road rehabilitation we supported Loftus Contracting for about six months on Gladstone Regional Council works with state government assistance: excavation, new pavement layers, asphalt and a new sewer rising main, on a street a few hundred metres from our depot. On the Bruce Highway at Benaraby we supported CMC from early 2019 on works between Gladstone-Benaraby Road and the Calliope Historical Centre, using three to twelve controllers a day plus portable traffic signals and VMS boards, all sourced from the Gladstone region. Two of our controllers on that site received CMC safety awards.

For Gladstone Ports Corporation we have managed traffic and crowd movements at the annual Port to Park walk and run. Gladstone Regional Council's road maintenance program is steady work for the depot year round, and our Ventia powerline work runs through here as well.

How coverage works from the Toolooa depot

Our Gladstone depot is at E18, 17 Dalrymple Drive, Toolooa, on the south side of the city near the Dawson Highway. Charlotte and Ashley, the Central Queensland Area Manager, look after the Gladstone and Rockhampton depots, so a job that runs up the Bruce Highway between the two has one point of contact. The traffic planning team in Rockhampton designs Gladstone schemes and is an hour up the road for site inspections.

Boyne Island, Tannum Sands, Calliope, Benaraby and Mount Larcom are routine. Miriam Vale, Agnes Water, Seventeen Seventy and Biloela are travel jobs with start times confirmed at quote stage. Our network operates 24/7, which matters for shutdown night shifts and emergency call-outs.

What to send for a Gladstone quote

  • Site address or highway chainage, and whether the road is TMR, council, or inside a port or plant precinct
  • Dates, hours, day or night, and whether the job is tied to a shutdown window
  • Plant and vehicle movements, including any over-dimension or escorted loads
  • Site inductions or operator traffic standards that controllers must hold
  • Whether you need a TMP or TGS designed, and any TMR, council or police permit references
  • Site contact and principal contractor

Common questions

Who approves traffic control on the Bruce Highway or Dawson Highway at Gladstone?

TMR's Fitzroy District approves traffic guidance schemes and works permits on state-controlled roads including the Bruce Highway, Dawson Highway and Port Access Road. Gladstone Regional Council approves its own streets. Over-dimension movements need a separate TMR and police permit, and the traffic control plan must match the approved route and timing.

Can you provide traffic control for a plant shutdown in Gladstone?

Yes. Shutdown work is a mix of gate and car park management, contractor bus and heavy vehicle movements, and roadworks interfaces on the surrounding TMR and council roads. We plan crew numbers for the peak days, run night shifts where the shutdown does, and make sure controllers hold the site inductions you need.

Have you done over-dimension escorts and heavy haulage traffic control?

Yes. In December 2022 we provided traffic management for CS Energy's Callide C4 generator transformer move from the Port of Gladstone to Callide Power Station via Biloela. Heavy haul traffic control moves with the load, so the plan is built around the approved route, timing windows and police escort requirements.

Do you cover Agnes Water, Seventeen Seventy and Miriam Vale?

Yes, as travel jobs from the Toolooa depot with start times confirmed when we quote. For multi-day work we can base a crew in the area. Miriam Vale is also where our Bundaberg-side work meets Gladstone's; see our Bundaberg traffic control page for the Bundaberg-Miriam Vale Road works.

Can you supply local Gladstone controllers rather than crews from out of town?

Yes. On the Bruce Highway Benaraby works for CMC every controller and piece of equipment was sourced from the Gladstone region, and the depot still staffs local work locally. For large or long jobs we add crews from Rockhampton, an hour away, under the same Area Managers.
