Traffic management for councils in Queensland and New South Wales
In short: ECTC provides council traffic management across Queensland and New South Wales: traffic control crews, Traffic Guidance Schemes and Traffic Management Plans for reseal programs, maintenance, footpath and streetscape works, civic events and disaster response. ECTC is an approved supplier to Local Government Procurement, LGCA and Local Buy, ISO quality, safety and environment certified, and runs 13 regional depots with local crews.
Who this is for
Council works and infrastructure teams, procurement officers, parks and events staff, disaster coordinators, and the state agencies and their contractors delivering programs on local and state roads: TMR and RoadTek in Queensland, Transport for NSW and its delivery partners in New South Wales, Queensland Rail at road interfaces, and water authorities.
Councils are different from a civil contractor in three ways. They operate under public scrutiny, so a messy setup outside the library becomes a complaint by lunchtime. They work to procurement rules, so the supplier has to be engageable without a fresh tender. And their program is a mix of planned and unplanned: line marking at 3 am one week, a fallen tree the next, carols in December. We are set up for that mix.
Procurement: how councils engage ECTC
ECTC is an approved supplier to Local Government Procurement (LGP) in New South Wales, LGCA and Local Buy in Queensland. Councils in either state can engage us through those arrangements without running a separate tender, which is usually the fastest path to a crew on site. Beyond procurement, we hold ISO quality, safety and environment certification, prepare plans to TMR and TfNSW requirements for works on state-controlled roads, and the company is part of TIP Group, listed on the ASX, which answers most financial due diligence questions before they are asked.
What council traffic management includes
- Accredited TCs and TMIs from the depot in your region, including recurring crews for staged programs
- Traffic Guidance Schemes drawn for each site and a program TMP where works repeat across the network
- Works-on-council-road approvals prepared to your council's own template and conditions, and TMR permits where the program touches a state-controlled road
- School zone, shared zone, park, footpath and civic centre setups with pedestrian detours and accessible access maintained
- Signage, VMS trailers, arrow boards, barriers, PTCDs and lighting from our own fleet
- Event traffic management for council events, from ANZAC Day parades to Christmas carols
- Disaster response: closures, detours and access for council crews and the Local Disaster Management Group
- Documentation signed off before the crew leaves site
How a council program runs with us
Program briefing
You send the works list, the sites, the windows and your council's TMP template and conditions. The Area Manager allocates a consistent crew for the program where you want the same faces each week.
Plans to your standard
Our designers prepare the TGS for each site and the program TMP against your conditions. We know what your inspectors look for, where staging matters and how to work near schools and shared paths.
Crew on site, early
Crews arrive ahead of your works crew, run the pre-start, stage the setup and keep the public and businesses informed. For public-facing sites we talk to traders before the setup goes live.
Sign-off and the next site
The TMI completes the documentation and the setup is packed down in sequence. For recurring programs the crew rolls to the next site on the list.
Compliance on council and state roads
In Queensland, council roads follow TMR's Manual of Uniform Traffic Control Devices Part 3 and the Queensland Guide to Temporary Traffic Management, and each council sets its own works-on-road approval process. Our permit register shows those approvals ranging from about five business days to 28 depending on the council, which is why we lodge early and give you the estimated decision date. Anything on a state-controlled road also needs a TMR district permit, and full closures need a Queensland Police road closure permit with TransLink notified if buses are affected.
In New South Wales, Transport for NSW's Traffic Control at Work Sites (TCAWS) standard, TS 05492:1.0 since June 2026, applies to all public roads including council roads. NSW crews hold NSW accreditation. For the Hilltops Council heavy patching program delivered for TfNSW, the council wrote that our staff controlled all sites across an extended program and conducted themselves in a very professional manner. See MUTCD Part 3 in Queensland and TfNSW traffic control at work sites.
Council and government work we have done
Hilltops Council, NSW: the TfNSW heavy patching program across the council area. Rockhampton Regional Council: Mayor's Carols by Candlelight, with the council writing to thank the crew for quick supply of professional controllers; ANZAC Day parades across Central Queensland. Gladstone Regional Council: six months on the Toolooa Street rehabilitation with Loftus Contracting, including a new sewer rising main. Livingstone Shire Council: the Scenic Highway pipeline at Yeppoon and Taranganba, with setups changing section by section over a long program.
Gympie Regional Council: the Queensland Maroons Fan Day at Albert Park with Queensland Rugby League. Gladstone Ports Corporation: the Port to Park event. TMR and RoadTek: the Bundaberg-Miriam Vale Road intersection realignment at Yandaran with temporary signals, barriers and reduced speeds. Queensland Rail: a 36-hour Bruce Highway closure in Rockhampton with 22 controllers and 18 utes. CS Energy: traffic management for the Callide Unit C4 generator transformer move from the Port of Gladstone to Callide Power Station in December 2022. Councils across the South West Slopes of NSW during the 2022 floods.
Why councils rebook
Regional councils across Queensland and NSW come back to us. The reasons are not complicated. Crews turn up early and equipped. The paperwork matches the council's own template. The crew is local, so they know the school zones, the weather and the regulars who walk past. And when a reseal is rained off or a storm takes out a road network with hours of notice, the depot can scale up without cutting corners. We aim to be the supplier that does not need chasing.

Common questions
Can our council engage ECTC without a tender?
In most cases, yes. ECTC is an approved supplier on Local Government Procurement (NSW), LGCA and Local Buy (Queensland), so councils can purchase through those arrangements under their own procurement thresholds. Your procurement officer can confirm the category. We also respond to council tenders and panel refreshes directly.
Do you prepare the works-on-road approval in our council's format?
Yes. Send us your template and conditions and our designers prepare the TGS and TMP to match. We lodge, track the decision date and brief the crew on your site-specific conditions. Where the program also touches a state-controlled road we lodge the TMR or TfNSW permit alongside.
Can you provide the same crew across a reseal or maintenance program?
Where the program is scheduled, the Area Manager allocates a consistent crew from the local depot so your works team deals with the same people. For unplanned works we send the nearest available accredited crew and brief them from the program file.
Do you support council events as well as works?
Yes. We have run Christmas carols, ANZAC Day parades, fan days and fun runs for councils and port authorities, with the event TMP, closures, pedestrian crossings and parking direction included. The events page covers how an event plan scales and what the council's own approval needs.
What happens during a disaster?
We work under the direction of the council and the Local Disaster Management Group: closures, detours, access control for council and utility crews, and then traffic control for the recovery program. Depots across Queensland and NSW mean the crew is already in the region. See emergency and disaster response.
Which councils do you cover?
Metro, regional and remote councils across Queensland and New South Wales, from Cairns Regional Council in the north through Central Queensland, Wide Bay, the Sunshine Coast and Gold Coast, into Northern NSW, the Mid North Coast, Central West, Riverina and Snowy Valleys. Enter your council area in the quote form and the local depot replies.
Need crews on site?
Send the job and your local Area Manager takes it from there, day or night.
