Traffic control in Rockhampton, from highway closures to street parades

Rockhampton is where our Central Queensland operation is based, and it is the one depot where the planning team sits next to the crews. That matters when a job needs serious design. In 2024 Queensland Rail engaged us for a full weekend closure of the Bruce Highway in Rockhampton. Our design team spent six weeks preparing and revising the traffic guidance schemes to TMR requirements, then 22 traffic controllers and 18 utes worked in rotation for 36 hours with Queensland Police and the local taxi operators, from the Saturday afternoon closure to the Sunday night reopening. Queensland Rail named us preferred provider for the larger follow-on works.

The other end of the scale is just as regular: Rockhampton Regional Council's Mayor's Carols by Candlelight, where two of our controllers managed parking access and pedestrian movements, and ANZAC Day 2025, when the Rocky team covered parades in Yeppoon, Bluff, Duaringa, Blackwater, Springsure and Dingo on the same morning.

Roads and road authorities in Central Queensland

The Bruce Highway, Capricorn Highway, Burnett Highway, Rockhampton-Yeppoon Road and Rockhampton-Emu Park Road are state-controlled roads under TMR's Fitzroy District, which covers both Rockhampton and Gladstone. Rockhampton Regional Council owns the city streets, Gracemere and Mount Morgan. Livingstone Shire Council owns Yeppoon, Emu Park and the Capricorn Coast, and Central Highlands Regional Council takes over around Blackwater and Emerald.

The Rockhampton Ring Road, a $1.065 billion Bruce Highway Upgrade Program project spanning 17.4 km, with 18 bridges, 14.7 km of new alignment and a new Fitzroy River crossing between Pink Lily and Kawana, is changing the network west of the city through to 2026 and beyond. If your site is anywhere near the new alignment, the TMR interface conditions will affect your scheme and we check them during scoping. For state road work we design to TMR format and lodge the permit; for council roads we follow each council's own conditions. See permits and road occupancy.

Who we have worked for around Rockhampton

On the Capricorn Highway and Bruce Highway reseal program our Central Queensland crews provided traffic control and planning for six months from late 2022 into early 2023 between Rockhampton and Emerald, supporting Colas Queensland on works for TMR. On the Scenic Highway pipeline works at Taranganba we supported Livingstone Shire Council's water pipeline project over a long program where the traffic arrangement changed section by section.

Further north on the Bruce Highway at Marlborough we supported CMC on the Clarke Creek Wind Farm, and later the Clarke Creek Solar Farm and Battery project. These are long, remote renewable energy jobs where crews are based near the site for months. In March 2025 we held our first company awards night at Headricks Lane in Rockhampton, which tells you where a good share of our long-serving people are.

How coverage works from the Parkhurst depot

Our Rockhampton depot is at 1/11 Sturt Street, Parkhurst, off the Bruce Highway on the north side of the city. Ashley, the Central Queensland Area Manager, and Charlotte look after the Rockhampton and Gladstone depots, so a project that runs between the two cities has one point of contact. The traffic planning team works from here and designs plans for every ECTC depot, so a Rockhampton job gets its TGS from people who can drive past the site.

Gracemere, Yeppoon, Emu Park and Mount Morgan are routine. Marlborough, Duaringa, Blackwater and Emerald are travel jobs and we confirm start times when we quote; for long programs we base crews near the site.

What to send for a Rockhampton quote

  • Site address or highway name and chainage, and whether it is a TMR, council or rail corridor job
  • Dates, hours, day or night, and whether a full closure or detour is needed
  • For closures: the roads you expect to detour onto and any emergency service or bus route constraints
  • The work and plant involved, and any rail or utility interface
  • Whether you need a TMP or TGS designed, and any TMR or council reference numbers
  • Site contact and principal contractor

Common questions

Can you run a full highway closure in Rockhampton?

Yes. In 2024 we closed the Bruce Highway in Rockhampton for Queensland Rail over a 36 hour weekend window with 22 traffic controllers and 18 utes, after six weeks of traffic guidance scheme design to TMR requirements. Full closures need detour routes, police liaison and early notification, so bring us in at least two months ahead.

Who approves traffic control on the Capricorn Highway or Bruce Highway?

TMR's Fitzroy District approves traffic guidance schemes and works permits on state-controlled roads including the Bruce, Capricorn and Burnett Highways. Rockhampton Regional Council, Livingstone Shire Council and Central Highlands Regional Council approve their own local roads. We tell you which applies, and whether both do, when we scope the job.

Do you design traffic management plans in Rockhampton?

Yes. Our traffic planning team is based at the Parkhurst depot and designs traffic management plans and traffic guidance schemes to Queensland MUTCD Part 3 and TMR's TRUM manual for all ECTC depots. For Rockhampton jobs the designer can inspect the site in person. See traffic management plans.

Do you cover Yeppoon, Emerald and the Central Highlands?

Yes. Yeppoon, Emu Park and the Capricorn Coast are routine from Parkhurst. Blackwater, Emerald and Springsure are travel jobs on the Capricorn Highway and we confirm start times when we quote. We did six months of reseal work between Rockhampton and Emerald for Colas Queensland on that corridor.

Can you manage traffic for a community event or parade in Rockhampton?

Yes. We have worked Rockhampton Regional Council's Mayor's Carols by Candlelight and ANZAC Day parades across six Central Queensland towns on one morning. Event work needs a traffic management plan lodged with the council ahead of the event. Our event traffic management checklist lists what organisers need to prepare.
