Traffic control in the Northern Rivers and Clarence Valley

Northern NSW is a region of small towns on big rivers, joined by the Pacific Motorway and a web of narrow council roads. The work splits three ways. Coastal towns such as Byron Bay, Ballina and Kingscliff bring tourist foot traffic, tight main streets and strict holiday embargoes. The inland centres, Lismore, Casino and Kyogle, are council and utility work on roads still being rebuilt after the 2022 floods. And the Clarence Valley around Grafton, Maclean and Yamba sits where our Northern NSW and Mid North Coast crews meet.

ECTC has been operating here since the Gold Coast and Northern NSW expansion in May 2025. In August 2025 we put two cone deployment trucks and a set of new utes into the Northern Rivers to meet demand from civil projects, council works and infrastructure upgrades. Cone trucks let crews set up and pack down high-speed sites without walking the carriageway, which matters on the M1.

Who approves works on Northern NSW roads

In NSW the road occupancy licence follows road ownership, and anything near traffic signals goes to Transport for NSW regardless.

What we have done in Northern NSW

Our Northern NSW book is newer than our Queensland work and we would rather be plain about it. Since the 2025 launch the depot has been building civil, council and event work across the Northern Rivers, and the August 2025 fleet investment was a response to that demand. In March 2025, Tropical Cyclone Alfred's recovery took our crews into the Gold Coast hinterland on the Queensland side of the border, the same kind of fallen-tree, narrow-road work the Tweed and Byron hinterland needs after every big storm.

Our approach to coastal towns comes from years in Noosa, Hervey Bay and the Capricorn Coast: wider pedestrian detours, early VMS messaging, business access kept open, and emergency routes protected, which is how we shut down lanes outside a Byron Bay cafe or a Ballina clinic without shutting down the business.

How coverage works for Northern NSW

Richard is the Area Manager for the Gold Coast and Northern NSW. Crews and the cone deployment trucks are based in the Northern Rivers, with the Gold Coast depot behind them for larger jobs. Tweed Heads, Murwillumbah, Byron Bay, Ballina and Lismore are routine. Casino, Kyogle, Evans Head and Tenterfield are travel jobs with start times confirmed at quote stage. Grafton, Maclean and Yamba are shared with our Coffs Harbour depot under Darin; see Mid North Coast NSW traffic control.

All Northern NSW work uses NSW accredited controllers and TfNSW compliant plans; a Queensland ticket is not valid across the border. See NSW traffic control licences.

What to send for a Northern NSW quote

  • Site address, or highway name and chainage, and whether the road is Transport for NSW or council
  • Dates, hours, day or night, and whether the works fall in a holiday embargo
  • The work and plant, and whether traffic signals or the M1 are within the site
  • Whether you already hold a road occupancy licence or need help applying
  • Whether you need a traffic control plan prepared, or already hold one
  • Site contact, principal contractor and any TfNSW or council references

Common questions

Who approves traffic control on the Pacific Motorway or Bruxner Highway?

Transport for NSW's North Region, which runs the state roads in Northern NSW from its Grafton office. Any work affecting travel lanes on a state road, or traffic signals on any road, needs a TfNSW road occupancy licence and a TCAWS compliant traffic control plan. Council streets need the council's own permit.

Can Queensland traffic controllers work in Tweed Heads?

No. NSW accreditation is required on the NSW side of the border, and a Queensland ticket is not valid there. Our Gold Coast and Northern NSW crews include NSW accredited controllers, so a border job at Tweed Heads and Coolangatta is staffed with the right ticket on each side. ECTC does not issue tickets; registered training organisations do.

Do you have crews based in the Northern Rivers or do they come from the Gold Coast?

Both. Since August 2025 we have had cone deployment trucks and utes based in the Northern Rivers with local crews, and the Gold Coast depot adds people and equipment for larger jobs. Tweed, Byron, Ballina and Lismore are routine; Casino, Kyogle and Tenterfield are travel jobs with confirmed start times.

Can you do traffic control for a Byron Bay or Ballina event?

Yes. Main street and foreshore events need a council event permit with a traffic control plan covering closures, pedestrian routes, business access and emergency paths, and the plan needs to be lodged well ahead. We plan and implement event traffic across NSW and Queensland. See the event traffic management checklist.

Which depot handles Grafton and the Clarence Valley?

Grafton, Maclean and Yamba sit between our Northern NSW crews and our Coffs Harbour depot, and we staff them from whichever is closer and available. You get one quote and one contact either way. Our Mid North Coast depot has hired controllers in Grafton since it opened in July 2025.
