Traffic control in a tourist region with a working highway
The Whitsundays run on two kinds of traffic. Shute Harbour Road between Proserpine and Airlie Beach carries hire cars, buses to the marina and day-trippers who have never seen the road before. The Bruce Highway through Proserpine and Bowen carries the freight, the cane and the mine traffic heading north and south. A traffic control plan for the Airlie Beach main street at Easter is a pedestrian job; one for the highway at Gunyarra is a high-speed heavy vehicle job. We staff both from Mackay, an hour and a half south, and plan them differently.
Work in the region is a mix of Whitsunday Regional Council street and drainage upgrades, TMR safety and resurfacing on the Bruce Highway and Shute Harbour Road, utility connections for the tourism precincts, and events that close Airlie Beach's foreshore. Bowen adds horticulture haul traffic and the Abbot Point port road to the north.
Roads and road authorities in the Whitsundays
The Bruce Highway, Shute Harbour Road (Proserpine to Airlie Beach), Bowen Developmental Road and Collinsville-Elphinstone Road are state-controlled roads under TMR's Mackay/Whitsunday District, the same district that covers Mackay. Local streets in Proserpine, Airlie Beach, Cannonvale, Bowen and Collinsville belong to Whitsunday Regional Council.
For TMR roads we design the traffic guidance scheme to TMR format and lodge the works permit. For council roads we follow Whitsunday Regional Council's road works and event permit conditions. Airlie Beach's main street and foreshore events need a council event permit with the traffic management plan attached, usually well ahead of the date. See traffic management plans and the event traffic management checklist.
What we bring to Whitsundays jobs
Our Mackay depot has been working the Bruce Highway corridor north of the city for years, and the Whitsundays are the next stretch of the same road. The same crews that work Calen and Bloomsbury work Proserpine. When the February 2025 floods cut roads between Townsville and Proserpine, traffic control was the first trade back on the network, holding closures and managing single-lane sections while repair crews worked, and our North Queensland crews were part of that response.
We would rather be straight about what we have not done. We do not yet have a long list of named Whitsundays clients to show you, and we do not have a yard in Proserpine. What we do have is a depot within reach, a planning team that designs to TMR requirements, and a practice of basing a crew locally for any program longer than a few days so the drive is not your problem.
How coverage works for the Whitsundays
There is no ECTC depot in the Whitsundays. Jobs are mobilised from our Mackay depot at Shed E2, 32 Campbell Street, Slade Point, under Area Manager Nerolie. Proserpine, Airlie Beach and Cannonvale are about 90 minutes from the depot; Bowen is a further hour. Your quote states the confirmed start time rather than a response time we have not checked.
For anything longer than a few days we base a crew in Proserpine or Airlie Beach for the duration. Bowen and Collinsville jobs can also draw on Townsville crews coming south. See Mackay traffic control for the depot that staffs this region.
What to send for a Whitsundays quote
- Site address, or road name and chainage for highway and Shute Harbour Road sites
- Whether the road is TMR or Whitsunday Regional Council
- Dates, hours, day or night, and duration, so we can decide whether to base a crew locally
- The work and plant, and whether pedestrians or a foreshore event are involved
- Whether you need a TMP or TGS designed, or already hold one
- Site contact, principal contractor and any TMR or council references

Common questions
Does ECTC have a depot in Proserpine or Airlie Beach?
No. The Whitsundays are serviced from our Mackay depot at Slade Point, about 90 minutes from Proserpine. We confirm the start time in the quote and base a crew locally for programs longer than a few days.
Who approves traffic control on Shute Harbour Road or the Bruce Highway at Proserpine?
TMR's Mackay/Whitsunday District, because both are state-controlled roads. Whitsunday Regional Council approves works on local streets in Proserpine, Airlie Beach, Cannonvale and Bowen, and issues event permits for the Airlie Beach foreshore. We prepare the traffic guidance scheme to the relevant authority's format and tell you which permits apply.
Can you manage traffic for an Airlie Beach event?
Yes. Foreshore and main street events need a Whitsunday Regional Council event permit with a traffic management plan covering road closures, pedestrian routes, bus and taxi access and emergency vehicle paths. We design and implement event plans across Queensland and NSW. Give us the date early, as peak-season events need more lead time.
Do you cover Bowen and Collinsville?
Yes. Bowen is about two and a half hours from Mackay and Collinsville is inland from there; both are quoted as travel jobs with a confirmed start time, and for longer work we base a crew in Bowen. Townsville crews can also come south for Bowen jobs under the same Area Manager.
What happens if a cyclone hits during my Whitsundays project?
We stand crews down safely before the event and keep them available for road closures, detours and the repair works afterwards. Our North Queensland crews supported the February 2025 flood response between Townsville and Proserpine. Build weather days into any program that runs November to April.
