Traffic control on the Downs: long roads, big trucks, hot days
Toowoomba is the gateway to the Darling Downs and the inland freight routes, and the traffic control work follows the highways. The Warrego Highway carries road trains and oversize loads west to Dalby, Chinchilla and Roma. The New England Highway runs south to Warwick and the border. The Gore Highway heads for Goondiwindi, and the Toowoomba Bypass takes heavy vehicles around the city and off the Range. Sites on these corridors are 100 km/h, long sight lines, and a traffic guidance scheme has to be designed for a B-double with a full load, not a commuter.
In the city the work is Toowoomba Regional Council streets, utility connections, the CBD's one-way system and the growth at Highfields and Westbrook. Both kinds of job are run from the same plan standards, Queensland MUTCD Part 3 and TMR's TRUM manual, but staffed and set up very differently.
Roads and road authorities on the Darling Downs
The Warrego Highway, New England Highway, Gore Highway, Toowoomba Bypass, Toowoomba Connection Road and the Cunningham Highway at Warwick are state-controlled roads under TMR's Darling Downs District, which extends west to Roma and south to the border. Toowoomba Regional Council owns the city streets plus Oakey, Pittsworth and Crows Nest. Gatton is Lockyer Valley Regional Council, Warwick and Stanthorpe are Southern Downs, Dalby and Chinchilla are Western Downs, and Roma is Maranoa Regional Council.
For TMR roads we design the traffic guidance scheme to TMR format and lodge the works permit. For council roads we follow each council's conditions. Long corridor jobs that cross council boundaries, which is most highway work out here, still have one approving authority (TMR) but several councils to notify. We handle that paperwork as part of the job. See permits and road occupancy.
What we have done on the Warrego Highway and the Downs
Our Warrego Highway crew near Roma ran an 8.7 km highway project through 2024 and into 2025, managing two to three portable traffic signal setups along the length of the job on most days and sometimes several configurations in one shift, in inland summer heat. Our WHS and Wellbeing Manager travelled to Roma to run heat, hydration and wellbeing checks with the crew, because inland Queensland work is as much about looking after controllers as it is about the cones.
In 2024 we recruited traffic controllers across Toowoomba and the Darling Downs for projects in the region, and our wet season planning covers Toowoomba's sloping streets and the Downs' rural roads, which flood fast in a storm.
How coverage works for Toowoomba
We do not have a Toowoomba depot. Toowoomba and the Darling Downs are mobilised from our Gold Coast depot under Area Manager Richard, about two hours away via the Cunningham or Warrego Highway, with crews and equipment from our Sunshine Coast head office under Jesse for larger jobs. For the Warrego corridor west of Dalby, and for any program longer than a few days, we base a crew on site for its duration, as we did at Roma.
Your quote states which depot is staffing the job and the confirmed start time. See Gold Coast traffic control and Brisbane traffic control for the depots east of the Range.
What to send for a Toowoomba or Darling Downs quote
- Site address, or highway name and chainage for corridor jobs, with the councils the works pass through
- Whether the road is TMR or council (tell us the road name if unsure)
- Dates, hours, day or night, and duration, so we can decide whether to base a crew on site
- The work and plant, including oversize or road train movements and any rail interface
- Whether you need a TMP or TGS designed, or already hold one
- Site contact, principal contractor and any TMR or council references
Common questions
Does ECTC have a depot in Toowoomba?
No. Toowoomba and the Darling Downs are mobilised from our Gold Coast depot, with Sunshine Coast crews and equipment for larger jobs, and we base a crew on site for programs longer than a few days.
Who approves traffic control on the Warrego Highway or Toowoomba Bypass?
TMR's Darling Downs District, which covers state-controlled roads from the Lockyer Valley west to Roma and south to the border. Toowoomba Regional Council approves local streets, and Western Downs, Southern Downs, Lockyer Valley and Maranoa councils approve theirs. Corridor jobs usually need one TMR permit and several council notifications.
Can you run portable traffic signals on a long highway project?
Yes. On the Warrego Highway near Roma our crew managed two to three portable signal setups a day across an 8.7 km project, sometimes reconfiguring several times in a shift. Signal spacing, intergreen timing and advance signage on 100 km/h roads are designed into the traffic guidance scheme, not improvised on site.
How do you manage controllers in inland summer heat?
With a plan. Our site plans for the Warrego corridor include shade, hydration breaks, rotation between positions and heat stress monitoring, and our WHS and Wellbeing Manager has run in-person checks with the Roma crew. Controllers who are looked after stay alert, and alert controllers are what keeps your site safe.
Do you cover Warwick, Dalby, Goondiwindi and Roma?
Yes. All four are quoted as travel jobs with a confirmed start time, and for anything longer than a few days we base a crew in the town. Roma is where our Warrego Highway crew was based through 2024 and 2025. Stanthorpe and Chinchilla are covered the same way.
