In short: East Coast Traffic Control provides traffic control in Cooma and the Snowy Monaro, mobilised from our Young and Tumbarumba depots with a crew based locally for longer programs. Traffic control on the Monaro: alpine conditions and long roads
Cooma is the gateway to the Snowy Mountains, and traffic control here is shaped by altitude and weather. The Monaro Highway from Canberra and the Snowy Mountains Highway from the west are long, high-speed rural roads crossing open plains where the wind never stops. Kosciuszko Road from Cooma to Jindabyne and the resorts carries the snow season traffic, with chains, buses and drivers who are not used to ice. Work on the Monaro means frost, black ice, snow closures and a winter that runs from June to October.
The jobs are road maintenance and resurfacing on the highways, Snowy Monaro Regional Council street and drainage programs in Cooma, Jindabyne and Bombala, utility connections, and the long-running energy and infrastructure projects of the Snowy scheme and the transmission corridors around it, which need consistent crews over many months. We plan for the conditions from day one, to Transport for NSW's Traffic Control at Work Sites (TCAWS) manual.
Roads and road authorities in the Snowy Monaro
The Monaro Highway, Snowy Mountains Highway and Kosciuszko Road are state roads under Transport for NSW's South Region. Streets in Cooma, Jindabyne, Berridale, Bombala and Nimmitabel, and the rural roads between them, belong to Snowy Monaro Regional Council. Inside Kosciuszko National Park the road manager is the NSW National Parks and Wildlife Service with Transport for NSW, and the Alpine Way and resort roads carry their own winter rules.
Any work affecting travel lanes on a state road, or traffic signals on any road, needs a Transport for NSW road occupancy licence with a TCAWS compliant plan. Council roads need the council's own permit. In winter, Transport for NSW and the council restrict works on the snow routes, and the plan has to allow for chain bays and snow clearing. See permits and road occupancy.
What we do in Cooma and how we staff it
We deliver stop and slow and lane closures, road closures and detours, and the design and implementation of traffic control plans for infrastructure, energy, road maintenance, civil construction and utilities projects across the Snowy Monaro, including longer-running works that need the same crew for months. Our Tumbarumba depot covers the western side of the same mountains, including the Snowy Mountains Highway at Talbingo and the Alpine Way at Khancoban, so alpine conditions are familiar to our Southern NSW crews.
We do not have a Cooma depot and we would rather say so. Cooma is a long way from everywhere; our nearest depots are Young, about three hours north, and Tumbarumba, across the mountains. For a one-day job we confirm the start time honestly when we quote. For any program longer than a few days we base a crew in Cooma or Jindabyne for the duration, which is how we would run Monaro work.
Which depot you deal with
Your contact for Cooma is Amy at the Young depot, with Ruby at Tumbarumba for jobs on the western side of the range. Your quote states which depot is staffing the job, the confirmed start time and whether the crew will be based locally. Jindabyne, Berridale, Bombala, Nimmitabel and Adaminaby are covered on the same basis.
Controllers hold NSW accreditation and plans follow the TfNSW TCAWS manual; see NSW traffic control licences. See Tumbarumba traffic control and Young traffic control for the two depots.
What to send for a Cooma or Snowy Monaro quote
- Site location: road name and distance from the nearest town, and whether it is a Transport for NSW, council or national park road
- Dates, hours, day or night, and duration, so we can plan a locally based crew
- The work and plant, and whether the site is on a snow route with chain bays or winter restrictions
- Whether you already hold a road occupancy licence or need help applying
- Whether you need a traffic control plan prepared, or already hold one
- Site contact, principal contractor and any TfNSW, council or national park references

Common questions
Does ECTC have a depot in Cooma?
No. Cooma is mobilised from our Young depot, about three hours north, and our Tumbarumba depot across the mountains. For anything longer than a few days we base a crew in Cooma or Jindabyne for the duration.
Who approves traffic control on the Monaro Highway or Kosciuszko Road?
Transport for NSW's South Region, because both are state roads. Any work affecting travel lanes needs a TfNSW road occupancy licence and a TCAWS compliant traffic control plan. Snowy Monaro Regional Council approves works on town streets and rural council roads. Inside Kosciuszko National Park the National Parks and Wildlife Service is also involved.
Can you work through the snow season?
Yes, within the restrictions Transport for NSW and the council place on the snow routes. Winter plans allow for chain bays, snow clearing, black ice at setup time and shorter daylight. Some works are simply not permitted on Kosciuszko Road in peak season, and we will tell you that early rather than after you have programmed the job.
Can you supply a consistent crew for a long energy or infrastructure project on the Monaro?
Yes. Long-running projects are the kind of Monaro work we are set up for, and we staff them with a crew based locally for the program rather than rotating people in from the depots. Our Tumbarumba crews cover the western side of the same mountains, so alpine conditions are familiar.
Do you cover Jindabyne, Bombala and Adaminaby?
Yes. All three are covered on the same basis as Cooma: a confirmed start time in the quote and a locally based crew for anything beyond a day or two. Jindabyne and Adaminaby sit on snow routes with winter restrictions, which we plan around. Bombala is the southern end of the Monaro Highway run.
