Traffic control Goulburn

In short: East Coast Traffic Control provides traffic control in Goulburn and the Southern Tablelands, mobilised from our Young depot under Area Manager Amy, about two hours west. We cover Hume Highway and Federal Highway works, Goulburn Mulwaree Council streets, Crookwell and Marulan, and the Tablelands' renewable energy and infrastructure projects, to the TfNSW Traffic Control at Work Sites manual.

Traffic control on the Southern Tablelands: freight, wind and weather

Goulburn's position on the Hume Highway means most of the significant traffic control work here involves heavy freight and 110 km/h approaches. A shoulder closure for guardrail works between Marulan and Goulburn, a ramp closure at the Goulburn interchanges, or bridge maintenance on the Federal Highway toward Canberra are all high-speed jobs that need truck mounted attenuator protection, long advance warning and usually a night window. Our planning reflects that from the first site assessment.

Away from the freeway the work is different: Goulburn Mulwaree Council street, kerb and reseal programs through the city, Upper Lachlan roads around Crookwell and Taralga, utility connections, and the construction and maintenance traffic for the Tablelands' wind farms, which bring oversize blade and tower loads onto narrow council roads. Both kinds of job are planned to Transport for NSW's Traffic Control at Work Sites (TCAWS) manual.

Roads and road authorities around Goulburn

The Hume Highway, Federal Highway, Goulburn-Braidwood Road and the Kings Highway from Queanbeyan to the coast are state roads under Transport for NSW's South Region. Goulburn's streets and Marulan, Tarago and the villages belong to Goulburn Mulwaree Council. Crookwell, Taralga and Gunning are Upper Lachlan Shire, Yass and Collector are Yass Valley Council, and Bungendore and Braidwood are Queanbeyan-Palerang Regional Council.

Any work affecting travel lanes on a state road, or traffic signals on any road, needs a Transport for NSW road occupancy licence with a TCAWS compliant plan. Council roads need the council's own permit. Oversize wind farm components need a separate heavy vehicle permit and police escort arrangements, and the traffic control plan has to match the approved route and timing. See permits and road occupancy.

What we do in Goulburn and how we staff it

We deliver stop and slow and lane closures, road closures and detours, pedestrian management, and the design and implementation of traffic control plans for civil construction, road maintenance, utilities, renewable energy and infrastructure projects across the Southern Tablelands, along with events that need traffic and pedestrian management. Our truck mounted attenuator capability, which ECTC crew members hold accreditation for, is what makes the Hume Highway work possible.

We do not have a Goulburn depot and we would rather say so. Goulburn is mobilised from our Young depot under Amy, about two hours west via Boorowa and Yass, with Wagga Wagga and Tumbarumba behind it for larger jobs. For programs longer than a few days we base a crew in Goulburn for the duration.

Which depot you deal with

Your contact for Goulburn is Amy at the Young depot. Call 1300 011 203 and the office will route you, or send the quote form and Young will respond. Your quote states the confirmed start time and whether the crew will be based locally. Marulan, Crookwell, Taralga, Gunning and Yass are covered on the same basis; Bungendore, Tarago and Braidwood are longer runs toward the coast.

Controllers hold NSW accreditation and plans follow the TfNSW TCAWS manual; see NSW traffic control licences. See Young traffic control for the depot that staffs this region, and Batemans Bay traffic control for the Kings Highway's coastal end.

What to send for a Goulburn or Southern Tablelands quote

  • Dates, hours, day or night, and duration, so we can decide whether to base a crew in Goulburn
  • The work and plant, including oversize loads and whether the Hume or Federal Highway is within the site
  • Whether you already hold a road occupancy licence or need help applying
  • Whether you need a traffic control plan prepared, or already hold one

Common questions

Does ECTC have a depot in Goulburn?

No. Goulburn is mobilised from our Young depot about two hours west, and we base a crew in Goulburn for programs longer than a few days.

Who approves traffic control on the Hume Highway at Goulburn?

Transport for NSW's South Region. Any work affecting travel lanes on the Hume or Federal Highway needs a TfNSW road occupancy licence and a TCAWS compliant traffic control plan, and high-speed freeway works usually require truck mounted attenuator protection and a night window. Goulburn Mulwaree Council approves works on local streets.

Can you provide traffic control for wind farm construction on the Tablelands?

Yes. Wind farm work means oversize blade and tower movements on narrow council roads, haul route pinch points and long programs with a crew based locally, which our Queensland crews have done on the Clarke Creek wind and solar farms. The traffic control plan has to match the approved oversize route and timing.

Do you cover Crookwell, Yass and Braidwood?

Yes. Crookwell, Taralga, Gunning and Yass are on the run from Young and are quoted as travel jobs with a confirmed start time. Braidwood, Bungendore and Tarago are longer runs toward the coast, and for anything beyond a day or two we base a crew in the town. Each council has its own permit conditions, which we handle.

How much lead time do you need for a Goulburn job?

A council street job with a standard plan is staffed once the council permit is in and the Area Manager has confirmed crew and start time. A Hume Highway or signals job needs the traffic control plan prepared and a Transport for NSW road occupancy licence approved first, and that timing sits with TfNSW.
